List open sub requests

GET
/orgs/:orgSlug/sub-requests

Every league seat currently looking for a substitute, across the org's public leagues — the "subs needed" list on an org's site. A league admin posts a request when a regular can't make one night; a golfer takes it through the hosted registration flow (register/start with subRequest), paying feeCents if it is non-zero, and plays that one night in the regular's seat.

Only open requests on public (or members-only) leagues that are open or active are listed, and only for nights that haven't started. Filled and withdrawn requests drop off. The regular who is out is never named.
